feat: implement subscription response rules (SRR) system 
- Adds rule-based subscription response handling with support for multiple response types
- Implements header-based client detection with configurable conditions
- Removes legacy client detection code in favor of the new rules system
- Adds default response rules configuration with common client patterns
- Introduces new response types including browser detection and status codes
